depends what kind of script know what kind is it? Squirriel, pawno or Mirc ?

You can do it with mIRC scripts.

Errr actually no. You can link your pawn events to mIRC via PSA, or in the case of squirrel build a simple echo system with IRC protocols.

You can create a channel by using /cs register <chan>.
