It's important that we have an active admin, otherwise, what's the use of a good inactive admin?

I agree with you  but i was trying to say the almost in every server, admins are chosen who had been playing for long in it. Well, if there's a new player who started playing recently on it, he's active and you think that he can handle his duties, so you can give him a chance.
